Rebuilding a Resilient Kerr County

Kerr Together leads the Kerr County and western Kendall County Disaster Recovery Task Force — uniting local government, nonprofit partners, and community volunteers to coordinate disaster management from immediate assistance to long-term reconstruction. Our mission is to align people, resources, and information so families, businesses, and neighborhoods can rebuild stronger. Recovery Timeline & Resilience Plan

Our recovery timeline has followed several phases of disaster management from recovery to resilience. Since October 2025, we have focused on Long-Term Reconstruction, repairing infrastructure, restoring water systems and parks access, helping households navigate claims, and aligning housing and small-business recovery with resilience investments that reduce risk before the next storm.

With immediate needs addressed and recovery in motion, Kerr Together is now focused on rebuilding a stronger, more resilient Kerr County and western Kendall County. We are focused on long-term investments in infrastructure, healing the river, housing, business assistance and economic stability while reinforcing the systems, partnerships, and planning needed to withstand future challenges.

Our current work is about more than restoration. It’s about strengthening through what we’ve learned, supporting our businesses and families for the long haul, and ensuring our community is equipped to thrive — no matter what comes next. Together, we’re not just rebuilding. We’re reinforcing the foundation for a stronger tomorrow.

Funding, Donations, & Accountability

Our Funding Coordination Working Group is working to align disaster funding — public aid, identifying philanthropic grants, and private donations — to assist with community-verified needs. We centralize resource allocation to avoid duplication, ensure accountability, and support equitable recovery across Kerr and western Kendall County.

Working with nonprofit partners and civic agencies, the group tracks assistance from initial relief through long-term reconstruction, emphasizing transparent reporting and measurable outcomes. We coordinate with state and federal programs activated by the disaster declarations and publish periodic summaries of dollars raised, obligated, and disbursed to support housing repairs, small-business recovery, and resilience projects. Severe, slow-moving storms dumped 10-12+ inches of rain across the Hill Country on Independence Day, triggering catastrophic flash floods — especially along the Guadalupe River in Kerr and western Kendall County. State and federal disaster declarations followed to mobilize resources and aid.

Central Texas communities across the Hill Country were impacted, including areas of Kerr County (Hunt, Ingram, Kerrville, Center Point, and Comfort) and neighboring counties later added to state and federal declarations as damage assessments advanced.

Intense rainfall fell on drought-hardened limestone hills along the Balcones Escarpment, sending water racing into creeks and the Guadalupe River. The region’s topography concentrates runoff rapidly, amplifying flash-flood risk.

Steep terrain, narrow channels, and saturated and drought-baked soils produced sudden, extreme rises in water level. Storm moisture and Hill Country geology make flash floods particularly dangerous, with gauges showing rapid surges along the Guadalupe with velocities above 30 mph and confirmed debris 90 feet above the normal river level.

Our initial response efforts in July 2025 focused on emergency assistance, shelter coordination, business impact assessments, and resource distribution. Our priority during this phase was to rescue what matters most: lives, livelihoods, and the foundation of our community. Through coordinated action with local agencies, nonprofits, and volunteers, we met urgent needs while laying the groundwork for long term recovery.

From August 2025 through October 2025, we focused on stabilizing impacted families and businesses through financial assistance, temporary housing, mental health services, infrastructure assessments, and business continuity support. We helped our community regain its footing: restoring operations, reopening doors, and reconnecting residents with essential services. By working together with local partners and state agencies, we turned short-term relief into the foundation for long-term recovery with care, clarity, and commitment.
